The Clock is Ticking for Meaningful Use Attestation

Unfortunately, the notion of being fashionably late does not apply to EHR incentive programs. Physicians Respond to Supreme Court Decision on Affordable Care Act

(REUTERS) A divided Supreme Court upheld most of the Obama administration’s health care law, the Affordable Care Act (ACA), ruling that the law’s penalty for those who ignore a mandate to carry health insurance counted as a tax and was authorized under Congress’s power to raise and collect taxes. The federal-state Medicaid program was found unconstitutional, however, with the Court ruling that the federal government cannot impose sanctions on states’ existing Medicaid funding if the states decline to participate in the Medicaid expansion. Understanding the CMS eRx Incentive Program

The Electronic Prescribing Incentive Program was created in 2008 by CMS to encourage e-prescribing and prevent medication errors. The first five years of the program gave incentive payments to eligible professionals that e-prescribed for Medicare patients. The penalty phase of this program has begun and eligible providers that have not submitted at least 10 prescriptions electronically by June 30, 2012 will receive a 1.5% penalty on all Medicare Part B services in 2013.  Click here for a helpful whitepaper from AMA. Meaningful Use Final Rule Determined

Last month the Centers for Medicare and Medicaid (CMS) and the Office of the National Coordinator (ONC) for Health Information Technology announced long awaited complementary final rulings regarding the meaningful use and certification of electronic health record (EHR) systems. The final rule defines requirements physicians must meet to receive incentive payments allocated under the American Recovery and Reinvestment Act (ARRA) of 2009. ARRA set aside $27 billion in stimulus funding for the CMS to incentivize physicians and clinicians to adopt healthcare technology that would allow for patient information to be shared in a more efficient and safe manner. What Is This “Meaningful Use” Thing Anyway?

There is no doubt that 2010 kicked off with the words “meaningful use” on the top of the healthcare industry’s list of hot topics. The Centers for Medicare and Medicaid (CMS) better defined the meaningful use criteria in December 2009, giving practitioners a better idea of how they can earn government incentives for using EHR systems. Eligible providers can earn up to $44,000 and begin receiving payment in 2011 after proving they used their EHR systems in a meaningful way for a continuous six months.   Since last February, the industry has been scratching its collective head trying to determine exactly what “meaningful” means.
